Summary of Horizon

Disc rises to the air, causing both sides of the conflict to leave. Fuuko then notices someone on the controls, and asks Gina to take over and to message the others. As she's on an elevator to Disc's surface, her thoughts reveal that she's spent the past 200 years trying to prevent Billy from defecting and forming Under again to keep everyone safe. When she meets Billy, who is currently panicking over the now flying Disc, he immediately composes himself before approaching Fuuko, with her noting how "his goofier side is his true self". When asking Fuuko why she took Disc, he reveals his intent to use Disc to become the world's enemy to prevent wars from breaking out. Fuuko notes how just like his previous self, he tries to be the sole villain to ensure the least amount of people get hurt. She then talks about what Billy did in the last loop, and Fuuko then reveals he plan to get Billy to not betray them; by proving her Union's strength. She then has everyone attack Billy, but Tella interrupts the fight by using his Untell to block a bullet shot by Fuuko. Fuuko stops the fight to approach Billy and Tella, and explains that just like Tella, she too wants to help by fighting side by side, not baring the burden all alone. She then asks Billy and Tella to join their Union, and Billy responds by agreeing, if she can beat him in a quick-draw duel. Billy explains the rules and terms of the duel, which has him needing to shoot off Fuuko's ear, and she can shoot to kill if she wishes. If he wins, he gets Disc, and if Fuuko wins, he and Tella join. Fuuko agrees, and the two prepare to face off.
